Standard tags are available to every state. States can also add their own tags on top —
English or local language. Turning a tag off removes it from the tagging picker immediately;
voters already carrying that tag keep it — this only controls what's offered for
new tagging, it doesn't touch existing data.

Booth Clubbing

Optional grouping — combine booths into a Panchayat/Ward (Level 1), then combine
Panchayats/Wards into a Block/Mandal/Tahsil (Level 2). Used to power combined
reports and slips at Panchayat or Block level. Booths left ungrouped work exactly
as they do today — this is purely additive, nothing else changes.
